GCs to get “Certificates of Ownership” for TC property
It looks as if the GC Interior Minister, Neoclis Sylikiotis, is having another go at giving deeds to GC refugees living in TC property. In an interview with the Cyprus Mail he reiterated earlier statements that he will be attempting to negotiate with the original TC owners in order to be able to give GC refugees a legal title. However, he seems to be admitting now that this could be a long and fruitless process and so he is coming up with an alternative plan.
The reason for the urgency is that he now seems to be giving credence to the idea that these TC properties are being occupied illegally according to the judgement issued by ECHR. It turns out that these TC properties were expropriated without following proper procedures and there is a fear that appeals before the European Court of Human Rights are imminent.
The Minister’s cunning plan is to issue interim ownership certificates until an agreement is reached with the legal owners of the properties. This certificate apparently can be used to mortgage the property. This attempts to tackle the angry GC refugees who, without the funds needed to improve the properties, have had to watch them slowly disintegrate. How an ownership certificate would differ from title deeds is not made clear. What would happen if the GC refugee defaults on the mortgage, does the bank then “own” the property? Can the ownership certificate be passed cheaply onto an unsuspecting Brit who will then be taken to court by a TC?
I think there is a bit of a panic down south.

A certificate issued in accordance with the laws governing such transfer of property is very much a legal document that would be accepted as collateral the world over , you see you are confusing the mickey mouse certs issued by the “trnc”

does not belong to the occupier and has not been sanctioned by the
true owner – what makes that different to anything the TRNC did.

Allow me to say that there is a little bit of distortion in this article, Certificates and title deeds will be given only to those refugees that builded a shielder in TC land/ in order not to become refugees for the second time in the future. Certificates or Title deeds will not in any way be given for just an empty TC land. And even with those certificates TC still maintain their ownership. So unless the TC agrees to a COMPENSATION no title deeds can be given. Some TC agree some don’t. Some think that they can exploit the situation and ”blackmail” to take more than their lands deserves. (and the truth is they are correct) they can blackmail and they can sue us also. Roc shouldn’t allow to those Refugees build their Shelters on TC land. If TC owner does not agrees to a Compensation that people will definitely become refugees for a second time.
So overall Roc is not just Giving away TC land its just trying to give something to those refugees that have nothing but that temporarily shielder in that TC land and are in danger to loose this also in the future if the TC owner decides to sue. .. the irony is that the certificate is just a piece of paper that states ”the republic of cyprus will either manage to legally buy the land from the TC owner and give the title deed to the refugee or either will provide him with another land elsewhere instead.”
.. So unless a Brit is not planning to buy a refugee shielder there is no danger for him or his brand new villa dominic…

So Kyriacos, basically it is really not worth issuing the
Certificates because if the TC agrees to take compensation there
would be no reason to not go right ahead and issue proper deeds.
Have I understood this correctly.
Does the ROC have the mechanism in place to be able to check
if the TC accepting compensation hasnt already accepted land
in the North belonging to GCs and sold it, so in fact he really
wouldnt qualify for compensation, more free board and lodgings
in one of your prisons Yiannis is so keen on sending all cheapskates (now ratskates) to.

Your feeble efforts to tar the RoC are pathetically laughable. There is a lost soul living in a part of the world that is under the occupation of a foreign invader , along come the cheapratskates , no finesse , no class just birdbrains , debilitated at that , to guide them through the labyrinth that they stupidly got themselves in.
Their robust support of the pseudo state and the creators of such has propelled them to the very top of the list of persona non grata of the RoC.
When reasonably well educated moderates with adequate intellectual restrains find your actions repulsive you can rest assured that the entire G/C populace abhors your actions.
So that neither you nor anyone else misinterprets my comments let me clarify my position once more.
The T/Cs are the victims just as the G/Cs are. Turkey has no intention of removing 1 single soldier from Cyprus unless and until the the international community begins to demand that her occupation ends. The nonsense that Turkey wants a solution are just flimsy excuses for her continued presence on the island. Her insistence that the G/Cs must capitulate to her demands and allow a third world nation the guarantor status that she so much desires will be resisted by all Cypriots , many T/Cs also consider Turkeys role as that of the occupier , their very existence as Turkish Cypriots is under immense pressure since Turkey banned the description of TURKISH CYPRIOTS substituting it with the term TURKS OF CYPRUS.
The talks will fail , because Turkeys demand are not negotiable , she wants her cake and she wants to scoff it too .
At the whimsical appetite of Turkish generals , who consider the G/Cs as ” GAVURS” -google it -any part of Cyprus can be invaded , by this …democratic nation that denies its 20 million Kurds their basic human rights , up to recently denying that they even existed , this nation that contrary to now official international recognition of the Armenian massacre is in denial of this murderous acts against the Armenian people. Yet we are expected to endorse the legality of her 1974 invasion and afford great honours upon the invader who caused the death of more than 5 thousand Cypriots .
Britain’s disgraceful inaction as demanded by the Zurich agreements which she herself formulated has invariably led to the Turkish invasion of 1974 , as for the other nation , Greece , well , I have always maintained that Greece and Turkey are the cancers inflicting Cyprus.
We do not need either the protection or the the presence of foreign troops on our soil , enough is enough .

Yes Polly, the certificates are ”useless” in that point because certificates alone without the consent and Compensation of the TC owner the land still Belongs to the legal owner.
The refugees know that, are not stupid. But for them those certificates are a big deal because it means that the ROC is committed to either buy the land for them from the TC owner or either give them new land and house to another place. Personally i do know that politicians are just bullshitting the refugees to buy more votes.. but what are you gonna do? it is what it is..
on your 2nd question polly i believe all TC ”own” gc land since 74 but NO, ROC has no way of telling if the TC sold GC land to anyone. But i don’t think that is a problem to the procedure here because one thing does not exclude the other. IF someone for example did a whatever illegal action, that does not give the right to any authority whatsoever to just confiscate his land without a proper trial.
So if a TC owns a land that is now used by a GC refugee the state will keep trying to come to an economic agreement cause in the end you cannot just force that agreement.. Tc must consent.
