Who’s to blame:  scale of disaster dwarfed by nagging question of responsibility – President Talat blamed the flood disaster on the “greed” of those who built in ravines. 7 patients died of “natural causes” at Lefkoşa State Hospital which was without power because back-up generators in the basement were damaged through flooding.
